How this scene was done and represented is perfect. It frames so many of the larger themes of MHA. But ultimately, Hawks made the right and heroic choice here. He saved so many other people by removing Twice from the fight. He tried to do it without harming Twice, but we understand why Twice wasn’t willing to give up. If Hawks had let Twice go, he wouldn’t have done the truly heroic thing. Being a hero is not an easy thing - good choices are not always right choices. We see this mirrored with the villains. Wrong choices can sometimes be made for good reasons.
